The second amendment to the Constitution of the United States is only one sentence in length. It reads: “A well regulated militia, being necessary for the security of a free state, the right of the people to keep and bear arms shall not be infringed.” This amendment should be considered in total context.

When the second amendment was adopted more than 200 years ago, this new nation had no standing army. It is obvious that our forefathers were primarily concerned with the development of a citizens militia. When they adopted this amendment, there were no automatic weapons.

We have a deplorable murder rate in the United States. Guns are used in committing most of these murders. Restrictive regulations should be adopted and diligently enforced to reduce murders. Action should be taken to reduce the use of weapons by criminals and the mentally deranged. Automatic weapons that are designed with the capacity for the mass destruction of human life should only be available to the military and special governmental law enforcement officers. While the discussion of these issues goes on year after year, more than 11,000 murders are committed annually in the United States.
